Governor Gavin Newsom recently released his May Revision to the 2025-26 proposed budget, which reinforced the state’s historic commitment to expanded learning, including:
A $525.5 million increase in ongoing funding to support implementation of expanded learning (before school, after school, summer, or intersession).
Tier 1 ELO-P funding eligibility for districts serving 55% or higher unduplicated pupil percentage (UPP).
Universal access to expanded learning programs for all TK-6 students in districts serving 55% UPP or higher.
What Does This Mean for Districts?
The Expanded Learning Opportunities Program (ELO-P) has a two-tier funding formula that is based on unduplicated pupil percentage (UPP). An “unduplicated pupil” is a pupil enrolled in a school district or a charter school who is either classified as an English learner, eligible for a free or reduced-price meal, or is a foster youth.
Previously, districts who had a UPP percentage of 75% or higher were eligible for the highest rate of ELO-P funding (Tier 1). These districts are required to offer all TK-6 students access to expanded learning programs.
The Governor’s 25-26 budget proposal expands Tier 1 funding eligibility to include all districts that have a UPP percentage of 55% or higher. These districts will now also be required to offer all TK-6 students access to expanded learning programs.
As districts increase access for more students, they are also navigating challenges around staffing and programming, as well as how quickly they can scale their efforts.
